The clerk's marriage-license rules are specific. Both parties must appear together, both must be 18 to marry in Kentucky, and both must sign and swear to the application before the clerk. The license is valid for 30 days from issuance and must be used within Kentucky. Kentucky has no waiting period and no blood test requirement.
